The dealer is the one who spins the Roulette wheel in one direction, and spins the ball in the opposite direction. Even after the dealer spins the ball, you are still allowed to place bets until he tells you to stop. You are allowed to stack your chips on top of other chips if all of the players decide to bet on the same number. The dealer and the players will not be confused anyway because each player is assigned a specific color of chips.

The dealer tells you to stop betting as soon as the ball slows down. He waves his hands over the table and shouts "No More Bets."

As soon as the ball stops, the dealer then places a marker on the winning number. Unless he removes such marker, you are not supposed to place a bet for the next spin.

Roulette has a high house edge but if you play at a full table, the time your money is exposed to the house edge might slow down. This is because you will only get approximately 30 spins per hour.
